RALEIGH – The state court of appeals will hear arguments Tuesday over whether every at-risk child should be given a pre-K education.

Last year, lawmakers limited the number of pre-K spots for at-risk children and required parents to pay up to 10 percent of their income for the classes, but it was challenged by the Hoke County and Charlotte-Mecklenburg school boards and a lower court ruled that the changes violated the state's constitution.

Last week, lawmakers worked to revise the restrictions that prompted the lawsuit.

Meanwhile, Gov. Bev Perdue's administration says serving all $67,000 eligible children could cost more than $300 million a year.

The court of appeals hearing is set to take place at 1 p.m.
